Why does every photo of me make me look like some wino who just wandered by? Who can I complain to about this? I think it's about time photos of me started looking handsome and intelligent. Someone has really dropped the ball on this.

Ted, based on your behavior at the Toonfest weekend, I think putting you in the same category as a wandering wino would be an injustice to those folks.
I have been able to make some folks look amazingly handsome and intelligent (beyond their overly educated intelligence already) by swapping their head for that of Brad Pitt on Mr. Pitt's body. If you're interested, please let my nurse know and we'll schedule the surgery for sometime in the near future.
I say embrace the wino angle. You'll receive pity. People will give you money, clothes, a hot meal, maybe a place to stay. You never have to pay for ANYTHING. Except, ironically, you have to pay for your own wine.
